certifacation of exemption from filing federal income tax returns? what does this mean?

I recently applied for a loan through Rural Development and today they sent me a form in the mail that said.. Certification of exemption from filing federal income tax returns.
then it says: i hereby certify that i am exempt from filing federal income tax returns. then there is a spot for me to sigh. i don’t understand what this means.

    Some people do not have to file income tax – for example, if you don’t have enough income to qualify, you don’t have to file tax. There are other reasons as well – but your best bet is to contact a tax office near you (or a tax accountant) and find out if you DO qualify for the exemption. Make sure, because if you sign the paper and the feds discover that you are not elegible for exemption, you can be in deep doo doo.

    There is a filing requirement with the IRS:

    $9350 if you are a single adult.
    $400 if you are self-employed.
    $900 if you are a dependent with only unearned income.

    So either you have income or you don’t. if you don’t, I don’t see how you expect to get a loan.

    Its an affidavit stating you make less money than is required to file an Federal income tax return or you receive compensation that is exempt from tax such as Workman’s Compensation which is not counted as income but compensation which is not taxible by law.

    Hello Dear,

    I saw your question and I decided to inform you on how i got my loan credit from Ultimate Lenders. Listen to me dear, there is nothing like certifacation of exemption.
